<p>According to the Minister of Foreign Affairs of Japan Koichiro Gemba, &#8220;We hope that an interim government will be launched soon and an environment to fully reconstruct the country will be in position”.</p>
<p>The Minister also said that Japan has received a request from the government of Libya to provide artificial limbs for victims. Japan is ready to provide this assistance free of charge via the relevant authorities.</p>
<p>Meanwhile, the UN High Commissioner for Human Rights Navi Pillay said that the circumstances surrounding the death of Muammar Gaddafi required investigation.</p>
<p>Colville said at the press-conference that it was not known under what circumstances he had died, and there was a need to investigate it.</p>
<p>As DELFI reported, on October 20, a former Libyan leader, 69-year-old Muammar Gaddafi was seriously wounded and later died in the battle for his home town of Sirte.</p>

<p>Later, the doctor examining a body, said that Gaddafi had died from a gunshot wound to the abdomen. He also stated a wound to the head, but he said that the bullet had gone right through him and this wound was not fatal.</p>
<p>According to another version, a 18-year-old fighter Muhammad Ali Abdallah shot Gadhafi dead, ITAR-TASS reported.</p>

<p>Japanese company Toyota Motor will adjust working hours at the plants in Japan by October 28, inclusively because of the impact of floods in Thailand on the supply of components, said in a statement released on Monday.</p>
<p>Suspension of 3 plants in Thailand will be prolonged until Friday, noted at Toyota.</p>
<p>Last week it was reported that the company Mitsubishi Motors stopped its production for the period from Thursday to Saturday because of interrupted supply of components caused by the flood in Thailand.</p>
<p>Company Honda Motors and Isuzu stopped their conveyoring systems on Friday.</p>
<p>Six industrial parks in the province of Ayutthaya in Thailand were under water during the flood of the river Chao Phraya.</p>
<p>Around 430 Japanese affiliates in the area were hit by the flood.</p>

			<content:encoded><![CDATA[<p>Hackers managed to get access to the mailboxes of parliamentarians with the help of virus, which was in a letter sent to the registered server in China.</p>
<p>However, as noted, the virus could be loaded on the Chinese server from anywhere in the world.</p>
<p>An unknown group of hackers using a computer virus hit the internal network of the lower chamber of Japan&#8217;s parliament and was able to read e-mails of the deputies for a month, Reuters reports on Tuesday with reference to Japanese media.</p>
<p>Report about cyber attack on the internal network of Japan&#8217;s parliament came a month after when it became aware of the first recorded attack by hackers on the defense industry of Japan.</p>
<p>Then the computer network of Mitsubishi Heavy Industries Ltd. (MHI) has been hacked, which produces, in particular, ships, missiles and components for nuclear power plants.</p>

			<content:encoded><![CDATA[<p>In the next 5 years, Japan will spend about $ 150 billion for rebuilding infrastructure after the earthquake and tsunami.</p>
<p>Japan&#8217;s costs for rehabilitation of infrastructure of north-eastern regions devastated by the earthquake on March 11, 2011 and the tsunami, in the next five years can make up to 10-12 trillion yen &#8211; 126-152 billion dollars.</p>
<p>The corresponding figures are indicated in the draft prepared by the Japanese government.</p>
<p>As expected, the government will adopt the plan till the end of this month, the document is intended to serve as the basis for funding the third phase of reconstruction of the country.</p>
<p>The program, among other things, provides the construction of solar and wind power stations in disaster-affected areas.</p>
<p>Legislators did not consider raising taxes as a source of funding for restoration work, so this issue is not in the project, despite the fact that on 25 June the commission of experts recommended that the Government of Japan Cabinet should raise rates to offset future costs.</p>
<p>Earlier, the government experts proposed to raise taxes on income of legal entities and individuals, as well as sales tax, which total 80% of all tax revenues in the budget.</p>
<p>Recall on March 11, 2011, 9.0 magnitude earthquake and the tsunami destroyed the infrastructure of the north-eastern regions of Japan and knocked out the cooling system for nuclear reactors of &#8220;Fukushima-1&#8243;, which resulted in fires, explosions and several radiation leaks at the plant.</p>
<p>In general, about 24 thousand people were killed and went missing in the disaster, thousands of people were evacuated from the area adjacent to the plant.</p>
<p>According to preliminary calculations, the material damage caused by disasters is estimated at 209 billion dollars.</p>

			<content:encoded><![CDATA[<p>For the first six months of 2011 Japan has been visited by 2.833 million tourists, which is by 32.6% less compared with the same period in 2010, the National Organization for the country&#8217;s tourism (JNTO).</p>
<p>In March, the decline of number of tourist was 50.3% compared to the first spring month of 2010, in April &#8211; 62.5%, in May &#8211; 50%.</p>
<p>In June this year, the Land of the Rising Sun was visited by just over 433 thousand tourists from abroad, which is 36% less than during the same period a year earlier.</p>
<p>Meanwhile, Japan&#8217;s tourist flow abroad is being gradually restored.</p>
<p>In March the number of Japanese traveling abroad on vacation fell by 9.4%, in April and May &#8211; by 8.1 and 8.4% respectively compared to the same periods in 2010, then in June about 1.27 million Japanese nationals left the country, which is only by 2.9% less than a year earlier.</p>
<p>The total number of tourists for the first half amounted to almost 7.64 million (minus 3.4%).</p>
<p>In March, the company Euromonitor International published a study according to which the number of foreign tourists could be reduced by 21% compared to 2010, and the decrease in the number of Japanese traveling abroad can make 11%.</p>
<p>The number of tourists visiting the country in 2010 amounted to almost 9 million, which is by 27% more than the previous year.</p>
<p>In addition, last year nearly 17 million Japanese traveled abroad, having taken the Land of the Rising Sun to the 11th place in the world for tourists making trips abroad.</p>

<p>1 kg of tea leaves, which were grown near the town of Minamiasigara, contained 570 Becquerel of cesium while the normal rate is 500 Becquerel, the agency France-Presse reported.</p>
<p>Kanagawa authorities emphasize that the radiation source is unknown, but according to their assumptions, the cause is the accident at the NPP &#8220;Fukushima-1&#8243;.</p>
<p>This radiation level is not threatening people&#8217;s health, but the radioactive tea party has been revoked, there is also the ban for the sale of this product from Minamiasigara.</p>
<p>Specialists say that the radiative food appeared in Kanagawa for the first time.</p>
